The Ecuadorian Armed Forces carry out operations at the Guayas No. 1 Center for the Deprivation of Liberty, also known as the Litoral Penitentiary or ‘La Peni’, in the province of Guayas, where a massacre recorded on Tuesday left 116 prisoners dead.
The activities of the military in prison are covered by Executive Decree 210 of the country’s president, Guillermo Lasso, by which he declared a state of exception for 60 days throughout the prison system as a result of this new mutiny.
